Kansas 811 gets called before anything gets dug, on every job. If there is an old fence coming out, we give the removal its own day. We do not tear out a fence in the morning and set posts on top of the mess in the afternoon.
That is the whole day. Holes get dug, steel posts go in, concrete goes around them. Nothing gets hung on those posts before we leave. The fence line looks like a row of bare steel at the end of day one, and that is exactly what it should look like.
Rails, pickets, then gates. By the time boards go on, the concrete has had a night to set and the posts are holding their own weight. Gates get hung and adjusted last, because a gate is the part of a fence you touch every day.
Some contractors try to do all of it in one day. The problem is Kansas wind. Pickets catch the wind like a sail, and your fence can be leaning after day one because the concrete has not fully set. We would rather come back tomorrow than hand you a fence that is already out of plumb.
Vinyl set on driven posts skips concrete entirely. There is nothing curing, so there is nothing to wait on. Those jobs can go up and be done the same day. It is the one build where a single day is the right answer instead of a shortcut.

MABCD, the joint City of Wichita and Sedgwick County office at 271 W. 3rd St. N., handles fence permits for the city and the unincorporated county. A wood, vinyl, chain link or iron fence up to eight feet tall needs no building permit. A concrete or masonry fence over four feet, measured from the bottom of the footing, does. Inside the city, zoning caps a solid fence at three feet along a side lot line within 20 feet of the street right-of-way, and within 20 feet of a driveway.
The practical answer to “what can I build?” changes street by street here. College Hill, Crown Heights, Riverside, Delano and Sleepy Hollow are older platted parts of the city where the constraint is usually the existing alley, the mature trees and the neighbor's line rather than a covenant. Newer additions on the west and northeast sides, such as Rockhurst, Auburn Hills, and the developments around New Market Square, are far more likely to sit inside a homeowners association.
Where an HOA exists, it commonly requires written architectural approval before a fence goes up, and that approval is entirely separate from anything the city does. A permit from MABCD is not permission from your HOA, and HOA approval is not a permit. Read the architectural control section of your recorded covenants before you settle on a height, a material or a color. The association is the party that can make you take a finished fence back down.
Read your plat for easements at the same time. A utility that has to dig in one is not obligated to rebuild what was put on top of it.
MABCD sets the local frost line at 24 inches below finish grade. That is the depth a footing has to clear so the freeze-thaw cycle cannot lift it, and it is why a post hole in Wichita goes deeper than the two feet homeowners often assume is enough.
Wind is the other load. The National Weather Service office in Wichita puts the city's average annual wind speed at 11.5 mph across the official 1991-2020 normals period, with a prevailing direction out of the south-southwest. Those normals describe an ordinary day, not the worst case: the highest gust ever recorded at Wichita Eisenhower National Airport is 102 mph, set on June 17, 2025, in a record running from 1970 to the present.
A six-foot solid privacy fence is a continuous sail facing that prevailing southerly wind, and every pound of that load ends up in the posts and their footings. That is why post material and footing depth matter more in Wichita than panel style does.
Kansas 811 requires at least two full business days' notice before any excavation, and post holes count.

A 264-foot stained cedar privacy fence, built August 13 to 16, 2026, with the stain applied on August 21. The homeowner wanted a brown darker than the cedar tone most yards end up with, and black hardware on every gate. A dark stain shows every wave in a fence line, so the line had to be right before the first coat.

Permits, Timing & Wind in Wichita
Usually not. Wichita and Sedgwick County share one building code, and it exempts fences up to 8 feet tall from a building permit.
